I think so.  They say to follow the push-to-talk version.
"Follow the instructions to set up the push-to-talk only prototype on Linux, Mac, or Windows."

I didn't read it carefully, so I don't understand why the instructions appear to require building a mobile app for Android or IOS.  I believe it has to do with how you authenticate with Amazon in order to use their Alexa Voice Service.
