[SGVHAK] Space Flite?

At the last HAK meeting, Dave was showing us how he packs the solid
propellants into his rockets and Steven was thinking about getting
certified for  amateur rocket launches.   Supposedly, launching
rockets from the ocean bypasses US regulations.
