If you mean PCB/circuit schematics, CADSoft Eagle has kinda become a
community standard, although a proprietary one that is only free in
limited cases.
gschem is not bad (not as bad a its layout companion PCB, which has a
huge learning curve).
KiCad is the most promising open source electronics suite, but is
still young. I look forward to trying it in future projects.
But perhaps I am answering the wrong question if you mean power mains
electrical.
